        The Delaware State Housing Authority (DSHA) has a BOND Program for all First Time Home Buyers in the State of Delaware.  Downpayment and Settlement Cost Assistance is available thru New Castle County with the HomeBuyer Incentive Program (HIP) & Downpayment Settlement Program (DPS) and the State of Delaware's SMAL Program.

****(DSHA) offers a Bond Program for qualified 1st time Home Buyers @ 3.5% fixed rate 30 year mortgages for new, existing & 203K homes not utilizing a downpayment assistance loan. For qualified buyers who wish to access the DSHA Bond and need to use a downpayment assistance loan, the rate for new, existing and 203K Renovation Loans is 4.25%.
